PMS EXAMS

PMS stands for Provincial Management Service. PMS is a competitive exam, and the provincial government of Pakistan conducts it through PPSC, SPSC, BPSC, Khyber Pakhtunkhwa KPSC, Azad Jammu & Kashmir Public Service Commission. The applicant must clear this PMS test, including written tests, psychology test, and interview. The jobs of PMS are valid for Punjab Province. PMS exam is being taken more than two years basis. The candidate who has cleared these PMS tests can get a government job as First-Class Officer (Grade 17). An applicant who passed this exam called PMS Officer.

PMS Exam Introduction

Just like CSS, Provincial Management Service (PMS) is also a government service. This PMS existed on January 17, 2014, in the province of Punjab. In Pakistan, it was established to improve the service structure of bureaucracy in the provinces. Provincial Management Service (PMS) consists of government-officers. It was appointed directly in Grade-17 through a competitive exam conducted by the PPSC level.

PMS Officers get various jobs like Assistant Commissioner, Magistrate, Deputy Secretary, Section Officer, Additional Secretary, DCO, DG, Commissioner, Secretary, or many more equivalent posts of their grade. PMS Officer plays an essential unit in the top-level bureaucracy of the province. They perform their duties well at Tehsil, District, Division, and Provincial level at important posts.

Difference between PMS and PCS

PCS abbreviated as Provincial Civil Service, and PMS stands for Provincial Management Service. PMS and PCS were combined under the roof of the Provincial Management Service (PMS). It includes all posts previously held by PCS and PSS Officers. Furthermore, the numbers of posts for PMS Officers have also been increased.

Eligibility Criteria for PMS Exam

  • The interested candidate must be Graduate in any discipline with minimum Second Division from a well-recognized university/institute.
  • All male, female, and transgender having Punjab domicile can apply for PMS Exam in PPSC.
  • Fresh graduates and already job holders are welcomed to apply.

Age Limit

  • According to the PPSC advertisement no 12, the age relaxation will be 21 to 30 years.
  • For special persons, age relaxation will be a maximum of 10 years.

PMS Exam Criteria

PMS exam is conducted by a written test, interview, and viva voice. It consists of 1200 marks in which the written test is comprising of 1000 marks and 200 marks of the viva. In the case of negative marking, 0.25 marks are deducted for each wrong answer in the objective paper. Non-Muslim candidate has the option to solve paper in Islamic Studies or Ethics.


PMS Exam 2020

PPSC has announced more than 70 more . This government job is published on PPSC advertisement no.12, dated March 22, 2020. The last date for PMS application submission is April 13, 2020. The PMS examination will be held at Lahore, Rawalpindi, Multan, Bahawalpur, DG Khan, Faisalabad, and Sargodha. The official date sheet of the PMS Exam 2020 is posted when PPSC announces it. The candidate has to get a minimum of 40% marks in the test.

The newly appointee officer has undergone different training methods at the Management & Professional Development Department (MPDD), Lahore, for six months. The Civil Secretariat has announced various types of jobs for newly appointed PMS Officer. He /She may be posted as:

Promotion Scope of PMS Officers in Punjab

In compliance with 18th amendment, the posts of Basic Scale-17 to Scale-21 are available for PMS Officers in Punjab. As per service rules, their appointment and promotion criteria is as under:

Scale - 17

  1. 50% posts are filled by initial recruitment on the recommendations of the PPSC based on the result of combined competitive exam.
  2. 45% to be filled by promotion as follows:
    1. 22.5% on the basis of seniority cum fitness from amongst Tehsildars, who are graduates and have five years service as Tehsildars;
    2. 22.5% on the basis of seniority cum fitness from amongst the Superintendents and Private Secretaries who are graduates in the ratio 50:50, respectively.
  3. 05% by selection on merit from amongst the civil servants holding respective posts on regular basis in Basic Scale-05 to Basic Scale-16 with Master's Degree or Degree (4 years) or LLB from a recognized University serving under the Government and having the following experience:
    1. For officials in Basic Scale-11 to Basic Scale-16 = 5 years and
    2. For officials in Basic Scale-05 to Basic Scale-10 = 08 years.
  4. Note: The selection against this quota of 5% shall be made by the Punjab Public Service Commission.

Scale - 18:

100% posts of Basic Scale-18 are filled by promotion on seniority-cum-fitness from amongst the cadre of PMS/Basic Scale-17 being at least five years' service with Prescribed Departmental Training/ Exam

Scale - 19:

100% posts of Basic Scale-19 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-18 and having at least 12 years service against posts in Basic Scale-17 and above of which at least 04 years service should be in Basic Scale-18 after Prescribed Departmental Training/ Exam.

Scale - 20:

100% posts of Basic Scale-20 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-19 and having at least 17 years service against posts in Basic Scale-17 and above, of which at least 3 years service should be in BS-19 after Advance Training Course

Scale- 21:

100% posts of Basic Scale-21 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-20 and having at least 22 years of service against posts in Basic Scale-17 and above of which at least two years of service should be in Basic Scale-20.

General Information

Candidates having domicile of AJK, Balochistan, KPK and Sindh are ineligible to apply for PMS Exam in Punjab Province and vice versa. They can apply for PMS Exam / Jobs in their province respectively.

The Punjab Public Service Commission (PPSC) has look over the syllabus by re-introducing the twenty-nine elective Subjects for its Combined Competitive Examination for employment to the posts of Provincial Management Service. All the applicants shall take all the Compulsory Subjects and three of the elective Subjects (almost one from every group) carrying 200 Marks all. Hence total marks for the PMS exams are 1200.
